Presidential aspirant James Mubangizi has unveiled a bold vision to reset Uganda’s economy by transforming national security into a 24-hour, intelligence-driven command system. Mubangizi asserts, “To reset Uganda’s economy, we must first secure it—round the clock. A 24-hour economy can’t thrive under 12-hour policing.”
This approach is rooted in the recognition that Uganda’s night-time economy is rapidly expanding, with sectors such as transport, health, hospitality, and retail operating well beyond traditional hours. Economic experts highlight that a robust night economy boosts employment, consumer spending, and overall productivity. However, these benefits are only fully realized when citizens and businesses feel safe at all hours.

Mubangizi’s plan draws on lessons from Uganda’s Security Sector Development Plan, which emphasizes the need for modern, professional security forces, enhanced infrastructure, and integrated command systems to maintain peace and stability. The Uganda Police Force’s recent investments in CCTV command centers and ICT innovation hubs further demonstrate the country’s move toward technology-driven security. Mubangizi promises to scale these efforts nationally, ensuring every economic hub is monitored and protected 24/7.
By synchronizing security operations with economic activity, Mubangizi aims to create an environment where Uganda’s ambitious growth targets—such as the government’s vision to reach a $500 billion economy by 2040—can be achieved without compromise to safety or stability.
